At the waterline, policy meets practice

This year's World Maritime Day theme, ‘From Policy to Practice: Powering Maritime Excellence’, poses a simple and powerful question: the IMO has long been charged with developing the regulatory agreements, conventions and policies that govern international shipping, but at what point do these decisions actually become real and tangible? 


One could argue that the answer can be found in a few centimeters of coated steel at the waterline: on a vessel’s hull.

Just as we mark the launch of a new vessel when it enters entering the water, the hull is a literal and metaphorical interface between policy and practice. It’s the place where the policies and regulations crafted at the IMO can be realized or unfulfilled, supported or neglected, with the resulting consequences for safety, performance, and environmental protection. Simply put, how a vessel’s hull is treated impacts vessel efficiency, policy and data.

When it comes to fuel efficiency and carbon emissions, a clean, smooth hull is the most direct efficiency lever a ship has. Fouling of even a thin slime layer can raise a vessel's greenhouse gas emissions by up to 25 per cent from the IMO's own analysis. That places the hull at the center of emissions policies: the Carbon Intensity Indicator and EEXI, the EU Emissions Trading System, FuelEU Maritime, and the global GHG pricing mechanism now advancing through the IMO.

Biofouling on the hull is also a principal pathway for the spread of invasive aquatic species, which is why the IMO's biofouling guidelines and a growing patchwork of regional requirements now bear directly on how hulls are maintained. A hull kept clean for fuel efficiency is also one less likely to carry damaging organisms between ecosystems, and so protecting life below water, in line with the UN’s Sustainable Development Goals (SDG 14).

On innovation and partnership, the coatings, data tools and verification standards that make all this possible are themselves representative of the kind of collaboration that the broader goals of the IMO and indeed the UN depend on, such as SDGs 9 and 17. Simply put, this enormous surface makes the hull of the ship a perfect lens through which to view this year's World Maritime Day theme.

Of course, turning 'policy to practice' isn't just about compliance. Shipowners also face commercial pressures and a coating that improves a vessel's environmental profile while hurting its economics is likely not to be adopted at scale. The answer is not as straightforward as selecting the coating with the strongest sustainability credentials. We also need to consider which coating, for this vessel, on this trade and within this docking cycle, can help our customers meet their sustainability objectives while remaining operationally and commercially effective.


 

Data makes the interface work

Our ability to translate policy into practice has also been greatly enhanced by the rapid advances made in digitalization and data analytics.  Predictive modelling, with our Intertrac Vision tool now enables an owner to estimate the fuel and CO₂ outcomes of a coating decision before it is applied, using a specific vessel's operating profile rather than a generic assumption. In service performance can be measured against recognized standards such as ISO 19030 and independently verified, so the decision can be data led rather than merely promised.

Used well, data turns the hull from a compliance cost into a commercial and environmental asset. It lets owners find the solution that satisfies the regulation, serves the wider ambition of the policy makers, and verifiably stands up on the balance sheet.

Simply put maritime excellence, in the end, is not delivered by policy alone. It is delivered where the vessel meets the water, vessel by vessel, docking by docking, decision by decision. The regulations are increasingly clear and the technology exists. What allows the two to meet, commercially as well as environmentally, is the data that lets owners act on that interface with confidence
